Pool Rules and Regulations – Revised July 17, 2015

Introduction

These pool rules have been designed by the Board of Directors to maximize safety and enjoyment at our facility. Please review them carefully. Pool Rules may also be downloaded here and the policy for pool member guests may be downloaded here.

Authority of Lifeguards

The pool manager and lifeguards have the authority to enforce all rules and regulations and are empowered to impose on-the-spot penalties that may be necessary. Unsafe behavior will not be tolerated. Serious and/or repeated violations will be reported to the Board of Directors for additional action as deemed necessary.

1.0 General Pool Rules

*   All users of the pool must conduct themselves in a courteous manner at all times which will ensure the safety of other swimmers.

*  Absolutely no abusive language, boisterous conduct or breach of peace will be tolerated.

*  No Smoking on Oak Ridge Swim Club property.

*  Oak Ridge Swim Club, Inc. is not responsible for articles left on the premises. Lost and found articles will be donated or discarded on a weekly basis.

*  Each member has the responsibility to see to that is no littering or vandalism on pool property. Please teach children to  use  trash  receptacles which are placed at regular intervals around the pool deck.

* All members, including guests, shall use the pool at their own risk. Oak Ridge Swim Club, Inc. and/or its employees assume no responsibility for injury or damage resulting from such use.

* Member and guests are requested to drive 5 mph in the parking lot.

* Only pool employees and Directors are allowed in the pool office, storage room or filter room.

* Food and beverages are restricted in the multipurpose room. Children are permitted to have food only at the tables. Wet swim suits and towels are not allowed on fabric seating.

* We expect adults who are supervising children to insist on proper voice tone and respectful attitudes.

2.0 Safety in and Around the Pool Complex

The following rules will be enforced inside the fenced pool area, including the pool building:

* No rough or boisterous conduct

* No yelling

* No running on or about the pool area

* No wrestling

* No pushing or dunking of other swimmers

* No imitating a drowning person

* No bicycles, skating or skateboarding

* No chewing gum

* No toys of any kind on the upper deck

* No spitting

* Balls must be cloth or sponge balls. Pool balls only. We reserve the right to confiscate any balls or toys being used in an unsafe or abusive manner. Please play with balls in the pool; no bouncing balls off the building.

2.1 There will be a 10 minute rest period called at 10 minutes before every hour for all swimmers under 16 years of age. The 10 minute period will begin when all swimmers under 16 have left the water. It is the responsibility of the individuals in question to submit proof of age to the lifeguards.

2.2 Absolutely no glass containers or breakable objects of any kind are allowed in the pool or on the deck.

2.3 No one other than authorized personnel shall be permitted on the lifeguard stands. Lifeguards may sit in singly-placed chairs while guarding the pool. There will be no unnecessary conversation with the lifeguards while they are on duty.

2.4 No pool accessories such as masks, fins, kickboard, etc. will be allowed in the pool except when approved and under strict supervision by pool staff.

2.5 All swimmers under the age of fourteen must be accompanied by an adult.

2.6 The minimum age to be admitted to the pool without an adult is 10 years of age.  Children 10 and 11 must pass the swim test before they can be left at the pool without an adult.  The swim test:

Swim one length of the pool easily without stopping
Tread water for 30 seconds
Swim under water 10 feet
Float for 30 seconds

Children under the age of 12 must be accompanied by an adult on the upper deck.

2.7 A swim test may be required of any child from ages 12 through 15 years of age if the pool staff feels it necessary in order to assure the safety of that child swimming in water over his/her head.

2.8 Up-to-date records which will include the names and ages of children who have passed the swim test will be kept by the pool staff.

2.9 No alcoholic beverages will be allowed except as described in by-laws. Persons who are intoxicated will not be allowed on the premises.

.2.10 The manager or senior lifeguard on duty shall determine whether the pool will be evacuated or closed for safety reasons.

2.11 Parents, please watch younger children carefully. A parent or supervising adult must be at the side of the pool when children under 6 years of age are swimming. This is particularly important when young children use the boards.

2.12 Noodles will be allowed as long as they are used for safe play.

3.0 Diving Rules and Lap Swimming

3.1 Diving is permitted only in water at least 5 feet deep. This is a NC State regulation. This means that at our pool, diving is permitted only in the diving area and from the north end of the pool.

* Only one person is allowed on each diving board at a time.

* Only one person is allowed on the diving board step at a time.

* Only one bounce or spring is allowed on the diving board

* Hanging or climbing on the end of the boards is not allowed.

* Divers shall enter the board straight off the board, not toward the sides.

* Divers shall swim immediately to the side of the pool closest to the diving board.

* Swimming near the diving board is not allowed unless the pool staff has closed the boards. Please observe any restrictions imposed by the guard staff regarding swimming in the diving area.

* All swimmers are responsible for exhibiting safe and courteous conduct on and around the boards. Bullying will not be permitted.

3.2 Lap swimming by adults and teens will be permitted in designated lanes marked by lane ropes.

* All other swimmers are reminded to stay out of lap lanes when they are being used for lap swimming.

* All swimmers hanging on the lane ropes, diving ropes, or interfering with lap swimming in a designated lap lane will be subject to the discipline policy.

 
4.0 Discipline Procedures (for children and teens)

* At the first offense, the offender shall be given a verbal warning.

* If a second offense by the same child should occur, the offender shall be required to sit for a period of 5 – 15 minutes.

* If a third offense by the same child should occur, the lifeguard shall report it to the pool manager and the child’s parent will be contacted.

* Should a fourth offense by the same child occur, the child shall be suspended from the pool for a period of seven days.

* If five offenses by the same child have occurred, the lifeguard shall make a full report to the pool manager who will then make a report to a member of the Executive Board of Directors.  The matter will then be brought to a meeting of the Board of Directors for a ruling.

5.0 Health Regulations

* All persons are reminded to take a shower before entering the pool.

* No loitering or playing around in the bathrooms will be allowed. Please remind your children that we have a limited amount of hot water to share with many swimmers who wish to shower after swimming. Children who are reported for playing in the showers will be subject to the discipline policy.

* All persons, especially children, are requested to use the toilet facilities before entering the pool.

* Persons with communicable diseases, skin abrasion, open sores, bandages, etc. are not permitted to use the pool.

* All injuries, no matter how minor, should be reported to the guard on duty.

* Food and drinks are not allowed closer than 5 feet from the pool.

* Candy wrappers, paper cups and other trash must be placed in proper receptacles.

* Smoking is not allowed at the pool facility.

 
6.0 Wading Pool

* The wading pool is for children 6 years of age and under. Children 7 years of age and older will not be permitted in the wading pool. Most children 6 years of age are capable of using the two foot shallow end of the pool.

* Each child using the wading pool area should be accompanied by a parent or supervising adult who remains inside the wading pool fenced area.

* Adults with children in the wading pool shall have full responsibility for the safety of their children.

* Lifeguards will not actively supervise the wading pool, except to ensure that it is not being used by children over the age of 6.

* Regular disposable diapers are not acceptable for use in the wading pool or the big pool.

 
7.0 Name Badges

* Each member of the Oak Ridge Swim Club shall receive a personalized name badge which must be shown upon each visit to the pool.

* Lost name badges may be replaced at a cost of $6.00. If a name badge is lost, report this to the individual staffing the check-in counter.  A receipt will be given as proof of membership until the name badge can be replaced.

* Any abuse of name badges (loaning, borrowing, etc.) will be subject to immediate disciplinary action.

8.0 Guest Relations

* Guests must be accompanied and signed in by a member. When the member who signed in the guest leaves the club, that guest must also leave.

* If neither party is 16 year of age a member parent must have a “Guest Permission” form filed with the pool or they must be signed in my the member parent.

* It is the responsibility of the individuals in question to submit proof of age to pool staff at the check-in station.

* Members under the age of 18 are limited to one guest unless there is supervision by a member parent (or adult of at least 18 years of age).  Again, it is the responsibility of the individuals in question to submit proof to pool staff at the check-in station.

* An exception can be made for babysitters at least 18 years old who are at the pool babysitting more that one child. Non-members babysitters count as guest and must pay the normal guest fee. Members may contact the club treasurer about purchasing a babysitter badge for regular babysitters.

* Only 2 guest per family will be admitted on Saturdays, Sundays and holidays until after July 4th weekend. The pool manager may grant exceptions to these limits for guests from out-of-town who are staying overnight with a member family or if pool attendance is low.

* Non-members who arrive at the pool attempting to solicit a member to sign them in as a guest will not be tolerated or admitted.

* All guests who use the pool must pay a fee of $5.00 per visit, regardless of age. This includes babies, toddlers, out of town guest and people saying they do not plan on swimming.

* Grandparents are exempt from the guest fee.

* A refund of guest fee will be made only when the weather or other factors have restricted swimming to less than one hour while the guest is present.

* Members involved in childcare who wish to bring non-member children to the pool on a regular basis must request approval from the Board of Directors. The $5.00 guest fee will be charged for each visit.

* Replacement guest passes will not be provided for lost guest passes. IOUs for guest passes left at home cannot be granted. Please pay the guest fee if you do not have a pass. Also, guest passes from previous summers will not be accepted as payment.

9. 0 Pool Operating Hours

* Use of the pool and its facilities is prohibited except during the scheduled hours and by reservation for private function, and with the presence of a lifeguard. After hours, trespassers will be prosecuted.

* Swim team practice, swim meets and swimming lessons will be scheduled as required. The pool will be closed for swimming during swim meets and special functions as needed, but on a limited basis only.

* Special hours may be observed for social events and holiday actives.

10.0 Rule Changes

* Pool hours or rules may be changed by the Board of Directors, if deemed necessary. Any suggestions for improving pool operations or safety should be submitted to the Board Secretary in writing.
